East Sussex Appeals Tribunal as reported 30th August 1916.
"Mr. A. Hilton, 31, rabbit and vermin killer, was granted an additional six months exemption. His application was supported by Mr. Ingram (representing the Board of Agriculture) and Mr. Waldman who appeared on behalf of the farmers. Hilton was well known in the Alfriston district and kills thousands of rabbits yearly."

I guess an exemption for a rabbit hunter makes sense. At times the u-boat blockade would make food very scarce and having rabbits in the fields diminishing the available crops would not be acceptable. A man who could kill a thousand rabbits a year would be worth more doing that job than going to the front and maybe killing one or two Germans.
